How Norwegian Electricity Providers Can Meet New Customer Consent Rules

By Q1 2026, all electricity providers in Norway must comply with new customer consent regulations for switching suppliers. These updated rules by the Norwegian Energy Regulatory Authority (RME) introduce stricter requirements for digital identity and signing, aiming to increase legal certainty and improve security.
The regulation: stricter customer consent requirements
As of June 1, 2025, electricity providers must securely authenticate customers online and ensure they provide valid consent when first signing up or switching suppliers. For now, a simple checkbox can be used to collect customer consent.
But by Q1 2026, providers must collect a Qualified Electronic Signature that meets the Assurance Level “High”, in accordance with eIDAS. This is required so that Elhub, Norway’s central data hub for the electricity market, can securely collect and verify customers’ consent.
How to ensure compliance with the new regulation
There are two ways to comply with the new requirements.
1. A Qualified Electronic Signature with an eID at Assurance Level “High”
To collect digital customer consent, you need a Qualified Electronic Signature backed by an eID that meets the Assurance Level “High,” such as BankID’s signature solution (also known as Stø).
For electricity providers that want a smooth online onboarding or switching process, BankID is currently the best, fully compliant, and most scalable option in Norway.
2. Wet ink signature
A traditional physical (wet ink) signature is also compliant, but it’s not practical in a digital process. The customer must print, sign by hand, and return documents by post or in person. This is slow and gives customers extra work.
